It reminds me of our Old Time Homeowners Association tryed to stop a man in a wheelchair in order to put a ramp in front of his house so they can enter and exit safely and in his name. Needless to say, and demanded that everyone had to pay.

My point is, if the disabled person still has the right to life. This device allows you to by a desire to avoid living there, but there are laws to protect people with disabilities. I am sure that licensed contractors had to go to install it and meet code. These types of devices are homemade and rarely have to meet strict safety standards

must be present. The stair lifts are enormous and can really lead to a blockade. If I were you, I contact the owner / developer for further information. Most people with reduced mobility to develop into a flat bottom, I've never heard of someone who belongs in an elevator by the stairs in a shared house.
